April 1, 2008 - The Home and Community Based Medicaid Waiver project, begins today.  South Carolina has begun a project for families to be offered Home and Community Service Options to avoid out of home placement for children with severe emotional disturbances. Children, ages 4-19 whose legal residence is in Richland, Lexington or Fairfield counties, and who meet the criteria for requiring a level of treatment which may qualify them for out of home placement, may also now qualify to receive services under the Home and Community Based Medicaid Waiver project. This Medicaid project is not based on family income but on the needs of the child. February 15, 2008 - The Centers for Disease Control published an article  in the February 15, 2008 Mortality and Morbidity Weekly Report describes an activity called "the choking game," which has led to the death of at least 82 children and adolescents since 1995.
